Founded in 2017, Equus’ staff have more than 260 years of combined work experience, with approximately 160 years of combined experience working together as a group. HUDSON REFINERY SUPERFUND SITE, LAND O’LAKES, CUSHING, OKLAHOMA
 2009- CURRENT - REMEDIAL DESIGN/REMEDIAL ACTION and OPERATION AND MAINTENANCE

The Hudson Refinery Superfund Site was a former petroleum refinery that operated from 1922, or earlier, until 1982 and is located on approximately 200 acres within the City of Cushing in Payne County, Oklahoma.

On January 6, 2009, the EPA issued a Unilateral Administrative Order (UAO) directing Land O’Lakes to perform a RD for the remedy described in the ROD and that Land O’Lakes implement the design by performing a RA.  In January 2009, Land O’Lakes selected the team of Benham and Envirocon to perform the RD and RA components of the UAO.  Key employees assigned to the project, including the current and former Site Project Managers and Site Superintendent, are now part of Equus staff.

Equus’ current staff prepared and implemented the RD Work Plan and supporting documents, conducted a Supplemental Field Investigation reducing the soil areas with Constituents of Concern exceeding the ROD cleanup levels, prepared the RA Work Plans, provided oversight during the RA, conducted post-excavation confirmation sampling, and prepared the RA Report, including certification.  The remedy resulted in the excavation and off-site disposal of more than 70,000 cubic yards of refinery materials from; eight waste water ponds, multiple surface water ponds, a petroleum coke pond, soil from six areas of concern and multiple areas with “Visual Contamination”, and Asbestos containing materials.

Groundwater cleanup requirements included LNAPL removal, benzene cleanup, and P&A of non-Program monitoring wells and water supply wells. Groundwater monitoring program includes gauging 24 monitoring wells and collecting groundwater samples from 11 monitoring wells for BTEX analysis.  Purge and sample monitoring wells using low-flow procedures with continuous monitoring of field parameters.  Reporting requirements included submittal of semi-annual monitoring data and annual groundwater monitoring report to EPA.  Groundwater impacts remain at the site requiring long term semi-annual groundwater monitoring and operations and maintenance activities.
