CONOCOPHILLIPS, OKMULGEE REFINERY, OKLAHOMA
 2008 - 2011 - RI/FS, RD/RA (formerly Phillips Petroleum Company)

Remedial Investigation, Feasibility Study, Remedial Design, and Remedial Action: Former Okmulgee Refinery, Okmulgee, OK:  The 209-acre Site was a former petroleum refinery that had entered the ODEQ Voluntary Cleanup Program (VCP).  Site remedial investigation and remedial design were conducted through, EM surveys, soil boring, stream sediment sampling, surface water sampling, groundwater monitoring well installation and sampling and historical research.

Some of the site characterization activities were conducted in hazardous environments requiring Level C and B PPE.  A risk-based approach was used to determine constituents of concern and cleanup levels in accordance with ODEQ guidance.  A remediation plan, health and safety plan, post-ex sampling plan and engineering design plan for the constructed 27-acre landfill were prepared and approved by the ODEQ.  Staff conducted oversight of all field activities and subcontractor coordination.  Approximately 350,000 cubic yards of filter clays, acid sludges, waste water pond sediments, creek sediments and hydrocarbon impacted materials were placed into the on-Site landfill, stabilized, compacted and encapsulated in the landfill.  Post-excavation samples were collected from each excavation area in a gridded pattern to ensure cleanup levels were achieved prior to grading and re-vegetation activities.  Over one mile of impacted creek sediments was excavated and the creek bed restored.  Upon completion of the Site remediation, a no further action letter was issued by the ODEQ and the Site was awarded a Brownfields Certificate.
